Saint Petersburg is not only one of Russia’s most culturally rich cities, but it also attracts numerous tourists every year. As Europe’s fourth-largest city, it is, alongside Moscow, one of Russia’s major educational and scientific centers. The city is home to many public and private, yet state-licensed universities, colleges, and academies, welcoming approximately 250,000 students annually. Among them, the Baltic Tourism and Business Academy, now celebrating its 20th anniversary, enjoys a high reputation among high school graduates.
Origins of the Academy
The origins of the Baltic Tourism and Business Academy can be traced back to the late 1960s. In 1969, the USSR faced an acute shortage of professionals in the growing tourism sector. To address this, the very first specialized educational course was introduced. By the 1970s, the demand for experts had grown rapidly, and more than 20,000 specialists were trained in the field during that decade.
This marked the foundation for what would later evolve into a full-fledged institute.
From Institute to Academy
After a series of reforms, the Institute for Continuing Education of Tourism Organizations was established, along with its branch in Leningrad (modern-day Saint Petersburg). With the changing political and social climate of the early 1990s, this branch underwent reorganization and, in 1991, was renamed the Baltic Tourism Institute.
Initially, the institute’s academic offerings were limited. The only higher education program available was in Management, with a particular focus on “Management of the Tourism Industry.” Despite this narrow specialization, the program was well-received. By 1997, the institute had already graduated its first 125 students, laying the foundation for future growth.
Expansion and Recognition
A major milestone came with the accreditation process. Once the institute was accredited and licensed by the state, it expanded its academic scope significantly. Two new graduate programs were added, giving students more opportunities to specialize within the broader tourism and business sectors.
From the year 2000 onward, the institute experienced rapid development. It officially became known as the Baltic Tourism and Business Academy, a title reflecting its broader educational mission.
Academic Programs Today
Today, the Academy trains specialists across all areas of the tourism industry and beyond. Students can pursue degrees in:

-
Economics – preparing graduates for the business side of tourism and international trade.
-
Management – offering both general and tourism-specific leadership training.
